Health Plan of San Joaquin (HPSJ) Governing Board Gains Two New Members
San Joaquin Board of Supervisors Appoints Ophthamologist and San Joaquin County Administrator

(French Camp, CA) – San Joaquin County Director of Health Care Services Greg Diederich – chair of the San Joaquin Health Commission – has announced that the San Joaquin County Board of Supervisors has formally appointed John H. Zeiter, MD and County Administrator for San Joaquin County Monica Nino to the board of the Health Commission, the governing board of Health Plan of San Joaquin (HPSJ).

Board certified in ophthalmology, Dr. Zeiter is a long-time Central Valley resident with over 25 years of surgical experience.  He is the managing partner of Zeiter Eye Medical Group, which has multiple locations including Stockton, Lodi, Tracy and Manteca, and a clinical professor of ophthalmology at the University of California, Davis (UC Davis) Eye Center.

A graduate of Baylor College of Medicine (Houston, Texas), Dr. Zeiter completed his ophthalmology training at the Kresge Eye Institute, Wayne State University (Detroit, Michigan).  He has published over 20 articles in medical journals and books in the areas of cataract surgery and glaucoma. Dr. Zeiter received his bachelor of science in biochemistry from UC Davis.

Dr. Zeiter recently completed his 2015-2016 term as president of the San Joaquin Medical Society (SJMS).  In his last President’s Message, published in SJMS’s Physician Magazine, Dr. Zeiter wrote, “For living in an underserved, rural county, our physicians and hospitals provide top-notch, state-of-the-art treatment, with the latest technology available to patients of every race and socio-economic level.”  Health Plan of San Joaquin (HPSJ) was established 20 years ago to provide access to quality healthcare for the underserved, and to advance wellness through community partnerships.

“With his commitment to bringing the finest health care to the northern Central Valley, and his vast experience as a doctor, community and medical leader, teacher, and mentor for new generations of dedicated, bright health care professionals, Dr. Zeiter is an invaluable addition to the Commission as we continue to bring provider voices to HPSJ governance,” Diederich said.

Monica Nino assumed the County Administrator position in June of 2013 after serving as the Chief Executive Officer for Stanislaus County, where she began her career in local government in 1988.

As San Joaquin County Administrator, serving under the direction of the County Board of Supervisors, she oversees 26 county departments, an annual operating budget of $1.42 billion, and over 6,700 county employees.  In addition to the Health Commission, Ms. Nino currently serves on the Sex Offender Management Board (appointed by Governor Brown), San Joaquin General Hospital Foundation Board, the Council of Governments Management & Finance Committee, and iHub San Joaquin.

Born and raised in Stanislaus County, Ms. Nino earned her AA from Modesto Junior College, her bachelor’s degree in accounting from California State University, Fresno, and her master’s degree in public administration from California State University, Stanislaus.

“With Monica Nino’s long and distinguished leadership as a public administrator, and her deep roots in both San Joaquin and Stanislaus counties, she will provide valuable knowledge and perspective to the Commission when it comes to stewardship and oversight roles across the two-county geography HPSJ serves,” said Diederich.
