LHPC Appoints Rebecca Sullivan as Director of Government Affairs

SACRAMENTO, CA – Today, the Local Health Plans of California (LHPC) announced that Rebecca Sullivan is joining the association as its new Director of Government Affairs. Sullivan will serve as the primary liaison for LHPC on issues affecting Medi-Cal managed care plans, advancing local plans’ policy priorities with regulatory agencies, boards, the Legislature and other stakeholders in the health care arena.

With a diverse background in both law and health care policy, Sullivan is an expert on complex issues affecting local plans and Medi-Cal managed care programs. As the Government and Regulatory Affairs Manager for the Health Plan of San Mateo (HPSM), she oversaw the implementation of new state and federal policy initiatives, ensured the plan’s internal operations were in compliance with various contractual and regulatory obligations, and worked closely with state and federal agencies.

“During my time at Health Plan of San Mateo, the local plan exemplified the impact and value of local plans through their innovative pilot programs focused on improving the quality of care, enhanced access to services and effective management of limited resources,” Sullivan said. “As LHPC’s Director of Government Affairs, I am excited to serve local plans in a broader capacity and remain committed to their mission to promote high-quality, equitable and community-centered care.”
