(French Camp, CA) – San Joaquin County Director of Health Care Services Greg Diederich – chair of the San Joaquin Health Commission – has announced that the San Joaquin County Board of Supervisors has formally appointed a new member of the Health Commission, the governing board of Health Plan of San Joaquin (HPSJ).  He is San Joaquin County Board of Supervisors member Chuck Winn, representing District 4.

Director Diederich also announced that Community Representative Michael Kirkpatrick and San Joaquin County District 1 Supervisor Miguel Villapudua have also been reappointed to the Health Commission. Commissioner Kirkpatrick previously was appointed in 2015; Commission Villapudua was appointed in 2016.

“The public servants, community representatives, and local physicians who come together and serve on the Commission are part of our strength,” said Diederich.  “Having Chuck Winn, who is a county supervisor and has a long and distinguished public service record at the local level, join the Commission provides even more capacity for us to listen to our community and members. This is how the Commission can continue HPSJ’s strong tradition of collaboration and connection, while providing strong oversight so we can continue strengthening the program services that are the top HPSJ priority,” added Diederich.

Chuck Winn, was raised in the Central Valley and attended local schools. In 1968 he began a long and distinguished career with the California Highway Patrol. Throughout his career he was deployed around the state to assist other law enforcement agencies, including the Federal Bureau of Investigations. From 1991 to his retirement in 2005, he was the commander of the Modesto CHP office.

In 1998, the Ripon mayor and City Council appointed him to the city’s planning commission. In 2002, he was elected to the Ripon City Council. During his three terms on the council, he served five years as a councilmember, five years as mayor and three years as vice-mayor.

He was elected to the San Joaquin County Board of Supervisors in 2015. Among Chuck Winn’s other local leadership roles, he served as Ripon’s representative on the San Joaquin County Council of Governments (COG), including positions as the COG chair and vice chair, and he was Ripon’s representative during his time as a San Joaquin Partnership board member.

In addition to his public service, Chuck Winn has been teaching criminal justice classes in private colleges since his retirement from the CHP in 2005. He and his wife Karon live in Ripon where they raised their three children, who all are married with their own families. Now Chuck and Karon Winn enjoy their 12 grandchildren.
