Overview
California’s local health plans work tirelessly to improve quality of care for their members. Given the State’s evolving quality oversight framework, as well as the realities of and considerations around plan membership and provider networks, local plans employ an array of practices, strategies and tools to achieve greater health equity, and improvements in outcomes and performance.
Join us in Sacramento for a unique opportunity to learn from and collaborate with your local plan colleagues and hear insights into plan practices and experiences for improving quality and health equity. The daylong seminar will feature:
- Analysis of local plan quality performance trends and considerations
- Presentations by local plan leaders who will highlight promising practices and approaches for key children’s, women’s and behavioral health measures
- Small group discussions designed to foster creative and innovative ideas for improving quality and health equity
Who should attend:
Local plan health equity leadership and staff, quality leadership, directors, managers and other staff whose work is impacted by or supports the plan’s quality management and health equity efforts and initiatives.

The Evolving Quality Landscape
Katie Andrew, Director of Government Affairs, Quality and Behavioral Health, Local Health Plans of California
LHPC’s Katie Andrew will provide context for the State’s quality oversight activities, share insights into what may lay ahead and invite plans to think through ways to leverage policy pressures into opportunities to demonstrate leadership and successfully navigate current challenges.
Zooming In — A Look at Local Plan Quality and Health Equity Performance
Dr. Bradley Gilbert, MD, MPP, Consultant and former CEO of Inland Empire Health Plan
In this session, Dr. Gilbert will provide an analysis of local plan quality and health equity performance on key measures, share insights and considerations for what may be driving plan performance and challenge attendees to collaboratively strategize creative ways to address gaps.
Local Plans In Action — Promising Practices and Approaches
Beth Donovan, PA-C, CPHQ, Manager, Quality Improvement Strategy, Inland Empire Health Plan; Lauren Jami-Williams, Program Manager of Quality Improvement, and Edgar Rodriguez, Associate Program Manager, Population Health Management, San Francisco Health Plan; additional speakers to be announced
Hear from local plan leaders who will share their strategies for improving quality performance in children’s, women’s and behavioral health measures and how they are looking to continue the momentum going forward.

Small Group Discussion 1 — Key Barriers/Drivers
Attendees will discuss challenges around a specific barrier or key driver and identify approaches to improve performance. Discussion topics include:
- Vaccine hesitancy/other cultural or stigma-producing issues
- Lack of workforce/providers
- Data sharing and coordination/engagement with county and other partners
- Outreach and engagement to critical subpopulations
Small Group Discussion 2 — Subpopulations
During this session, attendees will discuss improving performance for certain subpopulations, including:
- How to define subpopulations
- Identifying challenges associated with specific subpopulations
- Plan efforts to address these challenges — what is and isn’t working well
- How plans can work collaboratively to improve performance
Small Group Discussion 3 — Key Takeaways and Next Steps
Attendees will identify and discuss ideas, strategies and action steps from health equity and quality perspectives that can be applied to their local communities.

Registration
NOTE: Health plan staff interested in participating should adhere to their respective plan’s process for LHPC Institute event registration where applicable.
Registration Fees: $50 per registrant
Registration Details: The seminar will accommodate up to 100 attendees. Each invited plan may elect to send six (6) participants. If more than six individuals from a plan are interested in attending, they are encouraged to sign up for the waitlist. Waitlisted individuals will be admitted should space become available.
Registration Deadline: Registration closes Feb. 18 at 5:00 p.m. or once capacity is reached.
Registration Confirmation: Registrants will receive an email notification confirming their registration.
Presentation Materials: Presentation materials will be made available electronically only via the program resources web page that will be provided to confirmed registrants. Attendees are encouraged to download the materials in advance to their mobile device or print a copy to bring to the event.

Cancellation Policy: Cancellation notification must be submitted in writing to institute@lhpc.org seven or more days prior to the course date. Refunds will not be given after that date. Substitutions are encouraged. Payment will be due for registered individuals that do not attend or participate in the event, and for which a cancellation notice is not received.
